About Rob Kilbury, Rh.D.
Rob Kilbury, Rh.D., is the Associate Director of the DHS Office of Rehabilitation Services. Dr. Kilbury oversees the operation of the Vocational Rehabilitation Program, the Home Services Program, the Bureau of Disability Determination Services, and three residential schools.
Dr. Kilbury, a native of Little Rock, Arkansas, experienced a spinal cord injury in 1982. He received his Master's Degree in Counseling Psychology from the University of Central Arkansas in 1985 and a Doctorate in Rehabilitation from Southern Illinois University at Carbondale in 1994. He formerly worked at the Coalition of Citizens with Disabilities in Illinois (1992-99) and the Southern Illinois Center for Independent Living (1990-92).
His vocational interests include public policy affecting people with disabilities and analysis of state and federal legislation. He is the author of numerous professional journal articles and a book chapter on Independent Living.
Dr. Kilbury is an avid sports fan, especially college basketball. He enjoys southern barbeque and other fine foods. He lives with his wife and daughter in Sherman, Illinois.
